On Aug. 9 the District held its second budget workshop for the 2010-2011 fiscal year budget. General Manager Jack Hotaling presented a draft budget in the amount of $894,900. These revenues are derived from water and sewer charges, ad valorem taxes, and other miscellaneous revenues. The draft budget is based on an ad valorem rate (.9981 mils) that would bring in the same revenues as last year, and no increase in water or sewer rates. The draft budget may be viewed on the District’s website (ckwater.org) or may be obtained from the District office. The remaining budget workshops and hearings are scheduled for Sept. 13 and Sept. 25 at 5:00 p.m.
Phase II Utility Improvements Begin
Work on the street and utility improvements funded by the City’s Community Redevelopment Agency has commenced. The contractor on this initial phase of the work is American Infrastructure Technologies. This company will be making repairs to the wastewater system main lines and lateral lines that were identified as needing work earlier this year when all the sewer lines were inspected by robotic video cameras. The first phase of the work involves using trenchless techniques to make repairs ranging from grouting damaged areas, removing roots, manhole rehabilitation, and lining damaged sewer mains. Use of trenchless techniques is less expensive and much less disruptive than open trench repairs. However, some of the sewer lines will need to be be replaced by conventional open-trench means, and that work will start later in September. Traffic will be slowed on the affected streets so it will be best to avoid streets where crews are working.
RDA Grant/Loan Improvements (Phase III)
The District took one more step in finalizing the paperwork necessary to proceed with receiving the approximately $2 million grant/loan from the federal Rural Development Agency. At its regular meeting on August 9 the District Board approved on first reading the Bond Resolution necessary for borrowing money from the RDA. The second and final hearing on the bond resolution will be held at the regular meeting on Sept. 13. A draft of the bond resolution can be reviewed on the District website.
Meanwhile, Mittauer Associates, the engineering firm for this project, has begun design work on the improvements which include a new 8-inch water line running from the water plant on State Road 24 to the intersection of Whiddon and State Road 24, the connection of the newly installed airport water line by underground boring to the Hodgson Hill area, and repairs and improvements to the water treatment plant. This design work should be completed by the first of next year, with work to begin in the fall of 2011 to coincide with the completion of the Phase II work.
